It's actually both. It is a natural dye that has been fused onto a diatomaceous earth particle.

Q:
Hello - would the formulation of this and the other Mayan pigments be "similar" to what the Incas of Peru possibly used? Admittedly an unusual question, but I am planning a painting of Machu Picchu based on a photo my son took. Authenticity is beckoning! Thank you for your advice.

While we can't vouch for how similar the formulation is, we can probably state that there is no other pigment out there that would be more similar.

Can this be mixed with a copal resin based binder, will it need to be mulled if so, and might you recommend a method for doing so if possible? .

There are no CI numbers for any of the Mayan Pigments. An educated guess would be PB60.
